S'funny.. there was an announce on the debian-devel mailing list only a
week ago, about a "release" of debdelta, that made it sound like it was
only just recently completed and ready for production use.
Didnt sound like it had been "around for years", except as an experimental
thing.

The first mention of it, is back in oct 2002, from the original author, as

"I've written a couple of scripts which are designed to create xdelta
  diffs of debian packages. These could conceivably be used to create a
  delta repository, vastly reducing the download amount for an
  update/upgrade."

But I dont think anyone has taken it seriously until now
