There are seveal things in that area that should bne rethought.

It would e.g. make sense to have the character coding type that is used for
file names to be available in the kernel. This would allow to let hsfs
to transcode the UCS-2 file names from Joliet not only to UTF-8 but to
other locales (e.g. to ISO-8859-1 ot to KOI-8).
