Because the project team decided to make more changes after finishing
the first ARC case, and doesn't have a time machine.

Why does it take that long to get a simple shell added to Solaris?

Because Roland is trying to fully integrate it into ON and is doing
much more than adding a simple shell.

Adding tcsh, bash, & zsh took much much less time, and just adding
ksh93 to SFW without making any changes would have taken much less
time, but that's not what the project team chose to do.
