end up needing to reboot the entire system to clear just that one zone.

I wonder if this is related to an intermittent problem Dan Price has
been chasing. He just filed bug:
6533188 killall() doesn't seem to be killing all
You might want to keep an eye on this one although he still doesn't
have a handle on the root cause yet.
