Try running the command cfgadm -c unconfigure c# and then rerun the cfgadm -c configure c#, then you rerun your devfsadm -C command? You can run the cfgadm down to the device level, rather then the controller level, check the man page. If that does not work, run a dtrace or a truss against each of the commands steps and submit a Bug-id/RFE.
