The problem did not exist in the past, it started a few years ago when
some kind of Linux talliban started.
These people intentionally missunderstand GPL §3, but GPL §3 only requires
to deliver everything to reproduce a binary (in case of binary redistributions),
GPL §3 does not require this to be done under the GPL if parts of the "extended
source" are from a different project.
Note that Veritas does distribute a hacked version of gtar that comes with a
modified gtar source _and_ binary only libraries that allow you to rereceate the
hacked gtar binary distributed by Veritas. If this was not tolerated by the FSF,
the FSF did for sure sue Veritas years ago....
Whether ATI/Nvidia might be against such a redistribution is another story....
