I won't quote the rest of the reasons you stated, I believe those are real 
issues and trust that you have noted them as you found them.

What I will write is that I've done Solaris for a while, and I've read Sun's 
DHCP documentation, I've tried to implement a DHCP server (admittedly, only 
twice), and, simply put, I still neither understand what I was doing, nor did I 
manage to get a grasp on the DHCP server in Solaris.

While I maintain that, given enough time to experiment and troubleshoot I'd 
probably manage to figure it out, it's simple:

Sun DHCP server implementation is extremely difficult to understand. At least 
for me. I'm confused by it. I'm lost in it.
