'operating system' and an 'operating environment'.
There'll always be a gray area there.

However, assuming the word "runnable OS" is accepted as the means by 
which we differentiate, and the OE = OS + enhancements to the
user land experience, then IMHO, OpenSolaris should refer to the OS and 
any OE that is derived from it would be an OpenSolaris-derived distro.
Perhaps overly simplified, but what's wrong with that ?  :)
