The ON package definitions do not reflect the fact that some sources are
closed.  And the closed binaries tarball only contains binaries that are
redistributable, which is a subset of all the closed binaries.

So if you do an external build with -p, some of the packages will fail
to build because there will be missing files.

There is an open bug on the issue; I will add the CR number to the Known
Issues page.  (The "known issues" section of the README is mechanically
generated from this page, though I'm not sure how often... weekly, I
think.)

As far as your original request to update the Developer's Reference, I
agree that it would be nice, but I know I don't have time for it.  If my
description of the issue is sufficiently clear, perhaps you could work
with the documentation community[1] to make the change?  The DevRef
source is available at
http://www.opensolaris.org/os/community/documentation/files/.
