The certification and registration process is time consuming and expensive.
Sun has traditionally only done this for full releases of Solaris, such as
the initial releases of Solaris 7, 8, 9, and 10, and not for update releases,
development releases, or interim releases.

(I don't know if/when an OpenSolaris release will be certified - if a similar
 pattern is followed, it would probably be for the "Long Term Support" releases
 only, not the every-6-months releases, since those are the ones likely to be
 adopted by customers who require the proof of compliance that certification
 and registration provides.)
