The issue at hand here is not the fact the someone wants to install a
pre-configured database.
The issue is the context of the execution of the script required to
pre-configure one.
pkg(5) simply says that packaging context is not the correct execution
context for arbitrary scripts.
You're free to use any other system mechanism available to do so.
