Service Processors are neither free, nor built into every model of x86 Sun box.
Many do come with them by default, though.
Excepting the low-end HPC-targetted X2270, /ALL/ Sun server systems have an SP built-in, and included in the price.

(workstations, of course, do not have SPs)


As for their feature-full-ness, that's open to some debate. With the blanket
upgrade to ILOM Sun did last year, they are very serviceable, though, and
absolutely worth the price.
The ILOM-based SPs (which are on everything except the old non-M2 X2200 and all X2100 machines) are at least as nice as anything IBM and HP make, until you get to their high-end SP offerings, at which point both HP and IBM have some interesting enterprise features that Sun's SPs don't have. Sun's SP is radically better than any 3rd-party IPMI systems I've come across (e.g. the ones built into Supermicro, Tyan, or Intel motherboards).
