I install b131 on a 40 GB drive.  After the install, I put a 2nd 40 GB drive in 
to mirror.

The mirror won't work because the 2nd drive is  37.26 GB instead of 38.26 GB.
I'm using less then 9 GB :-(

To fix this, I want to:
   move the OS to the smaller drive
   boot from the smaller drive
   destroy the pool on the larger drive
   mirror the OS onto the 2 drives.

Right now I'm trying this:
# zpool create pool0 c3d0
#  beadm create -p pool0 A
     Unable to create A.
     BE copy failed.

Hmm, without a more detailed error message it's hard to say what went wrong. Have you seen an error message in /var/log/beadm ?

Maybe you can try this ?
beadm create curr...@now
beadm create curr...@now -p pool0 A
