Never mind, I'm just and idiot. Mixed again marketing TB's with real ones. For backup storage it is real size 12.6TB.
For primary "zpool" seems to reports total size of all drives in raidz (including used for redundancy) which ~14 marketing TB and ~12.8 real ones.
