I figured it out. As I was watching the reboot (when I tried 'reconfigure') I 
saw the very first message on screen was "one or more i/o devices have been 
retired". Some googling showed that was a result of fmadam marking it as 
faulty; I had to clear it.

 pfexec fmadm faulty -a 

showed the disk as marked faulty, so I ran

 pfexec fmadm repaired "013"

and the disk immediately appeared, and is now happily a spare in my pool.
