Thank you, Ian for the reply: I already swapped the port and cable to verify connectivity. Unplugging/plugging the cable from/to the NIC does not register in dmesg. The issue seems to be before getting out to the physical. -WillieZ

Have you tried a known working port/cable? If so, does dmesg show network connect/disconnect messages when you plug/unplug the cable? -- Ian.
