In which state is the hal service?
There is a known problem with the PS/2 floppy driver
on some systems, and the result is that hal needs
60 seconds and more to start up:

(Since most systems do not have PS/2 floppy drives
any more the workaround is to make sure that no
floppy drive is configured in the system's bios)
