This feature is disabled by default. Have a look at

If you want to re-enable the 'shutdown' and 'restart' buttons on the login
screen do this:
* Edit the /etc/X11/gdm/custom.conf file and add the following under the
'daemon' and 'greeter' headings:
=== /etc/X11/gdm/custom.conf ===
[daemon]
RBACSystemCommandKeys=
[greeter]
SystemMenu=true
=== END ===
* Restart the GDM service (or reboot)
# pfexec svcadm restart gdm
Note: This will kick you back to the login screen so save all your work
before restarting GDM.
* You should now see shutdown/restart under the 'options' button
