Adding -f to image-update doesn't make a difference. Switchin back to
release also doesn't work:
$ pfexec pkg set-publisher -O http://pkg.opensolaris.org/release/

$ pfexec pkg refresh
$ pfexec pkg install SUNWipkg
No updates necessary for this image.
$ pfexec pkg image-update
