A lot of issues like that require fixes to the pkg command used to do the
image-update, so the plan is to publish a fixed pkg command to the /release
repository for 2009.06 users to update to before doing the image-update to
solve bugs like that.
For users of the /dev builds though, they'd have to issue pkg command updates
for every /dev build you might be updating from, and as there's been around 20
/dev builds published since 2009.06, they haven't spent the time to do that.
