I agree with most of what you said, but per, unacceptable?  I'm sorry,
but I fail to see why (apart from the fact that you might need to get
pel and install it).  Perl may be ugly according to some, but let's
face it, it's today one of the most portable scripting languages that
you can find.  Perl exists for Unix, Winblows (I don't know if it
exists for all variants), Unix and VMS (not that it's used by the VMS
parts yet, but I'm probably getting there).

A "real" configure, is it the kind that is generated from a configure.in
with GNU autoconf?  Sure, that works and is pretty elegant, but it's
very nonportable today.  "Real" Makefiles?
