Because it isn't (and can't be) exported from the DLL on Windows 3.1.
And before anyone says Win31 doesn't matter, two of our customers (large
German banks) would beg to differ.  They have hundreds of people using
home banking products on Win3.1 using an SSLeay security module I wrote
(and tens of thousands using more recent Windows').
