Ok, that's the general question if openssl.cnf should be in .../lib.
I left it in place just because it has always been there. Now that
we've already changed the include directory, release 0.9.3 is likely
the best time to change the rest of the directoy layout as well. If we
want to change it at all, that is. Comments?
