The reason I heard for doing it this way was because their lawyers were worried
about export controls, and publishing via the IETF was felt to be a safe option
(it's a good deal for RSA, the IETF carries the burden but BSAFE is still
controlled by them because it's shot through with RSA-controlled technology, so
it's unlikely you'll see third-party implementations anytime soon).

God knows why they did it this way, things like CryptoAPI, CDSA, IBM's CCA, and
who knows what other API docs have been available online for years without any
problems.
