Is your apps/openssl.cnf intact? It's a CVS'ed file that doesn't change.
Line 6 of openssl.cnf says:
RANDFILE = $ENV::HOME/.rnd
which uses the value of $HOME from your environment. $HOME is set by login,
so if it's really not set in your environment something must have trashed it
and needs to be fixed.
