Perl runs on VMS, but isn't commonly installed (yet).  I did a poll
right after the release of 0.9.4, when I noticed the missing
obj_dat.h, and the common response from most people in the VMS
community was that it would be quite annoying to install Perl just to
be able to compile OpenSSL.

One thing to know as well is that installing Perl on VMS isn't as easy
as it is on Unix (it's not just a Config and a make install).  It's
possible that work is being done to make this easy, I haven't quite
followed the events in that field lately.
