Algorithm OIDs

Hello,

where are the different algorithm OIDs officially defined, in some RFC?
isasilk (a java SSL implementation) uses OID 1.3.14.3.2.12 for
dsaEncryption, and openssl uses OID 1.2.840.10040.4.1. I would like to
double check that the openssl value is the correct one.
