Doubt about OPENSSL config file

What is the meanig of field  

RANDFILE  = $ENV::HOME/.rnd
oid_file  = $ENV::HOME/.oid

in the openssl config file?

If i have the OpenSSL on a MS NT 4 PC,  what value can i assign to it?
