Here's the correct answer:

The "HTTPS_SESSIONID" is passed by the (Netscape) server as an environment
variable available to any CGI.  Get it thusly: 
$ses_id = $ENV{'HTTPS_SESSIONID'};

The times I've tried to access, however, it has been blank. Let me know if
it works for you.
