Initially just make the directory and copy a Makefile.ssl from one of
the other dirs. Edit as appropriate. Then add it to SDIRS in
Makefile.org at the top level.
You'll also need to manually add it to util/mkfiles.pl
If you want new error codes and have them auto added to the header file
then that needs a few more changes.
