This usually means that bc wasn't found on your system.  Did you read
the following BTW?

In the self-test script, it's stored i the variable $not_our_fault,
which should give you another hint that we have caught the possibility
of bc not existing or malfunctioning and have told you what you should
do, which is stated in that message.  It's not a bug i OpenSSL, it's a
bug in the setup of your computer.
