It's not in there, no. The ENGINE framework has changed quite a bit
for 0.9.7, and among others allow dynamically loaded engines (they can
come as separate shared libraries). This means that it might not need
to be included in OpenSSL, but may be downloaded from the board
manufacturer and simply "plugged in".
