Ahem, I believe openssl-users and openssl-bugs are open to all. The
former has been discussed many time, the latter should be self-evident
("What, I need to register to send a bug report??? What are you?
Microsoft?")
openssl-dev and openssl-cvs are (or at least should be) open to
subscribers only.
openssl-announce is moderated, and basically anything that doesn't
come from the development team will be tossed.
