Memory debugging *is* expensive.  It is only enabled by default in
debug configurations, where (starting with 0.9.7) it can be disabled
by setting environment variable OPENSSL_DEBUG_MEMORY to "off".  (In
non-debug configurations, it can be enabled by setting
OPENSSL_DEBUG_MEMORY to a string other than "off".)
