While you didn't finish that, I think I know what you mean.  However,
in practice, the user part of an email address should probably be seen
as case insensitive.  Hell, sendmail lowcases everything, or at least
it did last I looked...

In any case, as far as I understand, this rule really comes all the
way from X.501 (although I haven't read that document myself, every
clue I found so far seems to point at it).
