I asked a question the other day about a patch for the makefiles (adding in --exec-prefix in the configure step) but got no response. It was about 50k large, so I refrained from mailing it to the list. Someone else mailed a patch around today, and echoed my sentiments - so I'll formally ask:

What is the procedure for submitting a patch for OpenSSL?

E.g., do we mail it to someone in particular, post it to the list, ftp it to a site, Usenet? Do we submit it per an RFC 1149-compliant technique?
