RT2, which is what OpenSSL runs, stores the attachments in the
database along with the message itself, and doesn't include the
attachments in the resent message.  RT3, to my utter surprise (I
upgraded to RT3 for my personal stuff a week ago), does include the
attachments in the resent message.

I still have to decide for myself which behavior is better...
