Kriloff, Henric Jungheim has an open-source implementation of CTR_DRBG at http://henric.info/random/, which works well and passes NIST's sample DRBGVS test vectors. Henric's code can be adapted to OpenSSL rather easily, however note that SP 800-90 requires entropy input and periodic reseeding - this should probably be done by explicit user calls to RAND_seed().
