Serveral people seem to have encountered a problem where s_time connects
slower when using -www and -reuse than -www and -new [1]. This should
not be the case, especially when downloading a small file. However,
I see this when using openssl-1.0.0j.

With -www and -reuse I see 5020 connection in 30 seconds.
Without -www I see 5260 connections.

With -www and -new I see 751 conneciton in 30 seconds.
Without -www I see 59338 connections.

None of the previous inquiries about this problem seem to have been
answered thouroughly. Some people found using -ssl[23] helped in previous
versions, but this does not seem to be the case now.

I watched s_client using strace and did not see anything odd. I also
tried using s_client to connect to lighttpd instead of s_server;
here the performance was similar.
