(instead: https://www.openssl.org/support/rt.html) Patches seem to be better covered at http://wiki.openssl.org/index.php/Use_of_Git#Making_patches I guess the "debug-steve64, debug-geoff" comments could be covered at http://wiki.openssl.org/index.php/Contributions??? (shrug) I hope to &deity; that nobody needs to notify the US government about patches anymore.
