openssl-bugs is dead, right?  (instead:
https://www.openssl.org/support/rt.html)

Patches seem to be better covered at
http://wiki.openssl.org/index.php/Use_of_Git#Making_patches

I guess the "debug-steve64, debug-geoff" comments could be covered at
http://wiki.openssl.org/index.php/Contributions???  (shrug)

I hope to &deity; that nobody needs to notify the US government about
patches anymore.

In short, can that text in README be replaced with a reference like "Refer
to information on contributions at
http://wiki.openssl.org/index.php/Main_Page"; or perhaps to somewhere on the
generated web site if that is the preferred permalink?
