openssl 1.0.1c rsa_oaep.c: line 31

I know openssl doesn't guarantee portability, but this broke my
application and forced me to reimplement MGF1.

Subject: [openssl.org #2151] MGF1 not exported in 1.0.0
We didn't promise portability acrouss 0.9.8 and 1.0.0. But I don't see any
static functions in crypto/rsa/rsa_oaep.c anyway so maybe we fixed it.
