This appears to be the same issue as when building with no-engine:

Hopefully Richard Levitte's new build system will be able to handle
this. Presumably in the old system this would be handled by the last
lines of ms\do_win64a.bat:
perl util\mkdef.pl 32 libeay > ms\libeay32.def
perl util\mkdef.pl 32 ssleay > ms\ssleay32.def
