Yes. The .lib and .exp have been produced with VC++ 6.0 (I hope that
these also work with 5.0). I did the compile following the guidelines
in INSTALL.W32.

That's probably because (as far as I can tell) only limited efforts go
into the Win32 platform. I was in the position of _having_ to do that
compile on Win32 for a customer (and getting paid for it ;-) so I took
the burden and did some things on Win32. But I'm not an experienced
Win32 developer and the results may very well contain flaws or
errors. E.g. I'm still struggling to understand the issue of the
various run time libraries (libc, libcmt, crtdll, msvcrt,
etc.etc.). So bare with me - I did my best ;-)
