I think he was responding to someone else, not to you.

As to your question, it depends on whether you have the legal right to use
IDEA in your application.  My recollection is that ASCOM allows free
non-commercial use, so your rights depend in turn on two other questions:

1)  Does your application qualify as non-commercial use?
2)  If not, have you purchased a commercial license from ASCOM?

The last time I looked at the IDEA license, just about any use other than
talking to one's self could be construed as commercial use (although the
term is never really well defined), so in practice it appears that one
should build with no-idea unless one has paid ASCOM for the use of their
algorithm.

But if you want to be *sure*, ask a lawyer.
