I know this is Microsofts problem, but I was wondering if there is
anything that could be done to handle this problem? My initial
investigation seemed to imply no, but I'm far from the expert in the
apache/openssl code base. I'll bet IIS handles this gracefully, and the
hit I have to take on the web server for consistant SSL reconnects is
annoying. 

Of course, good move by Microsoft to make their server look faster by
breaking everyone elses.
