While looking at the EVP_DecodeBlock function I noticed that it does not take in to account the padding that appears at the end of a base64 encoded block. I don't mind using EVP_DecodeUpdate which appears to handle the padding correctly, but I think since EVP_DecodeBlock is exposed as an API I think it should handle the padding as well.
