i was able to compile for Pocket PC 2002 (WinCE 3.0) using embedded VC++ 3.0 and it works fine. the only problem was there wasn't a random source to seed the PRNG. to get around it, i used a .rnd file with random data. i dont know about using it with .NET C#. I used it with Python.
