try
pubKey=*PEM_read_RSA_PUBKEY(file, NULL,NULL,NULL);
in the place of PEM_read_RSAPublicKey.
if it doesn't work try to use the load_key function
with a PEM format in apps.c , i didn't remember where
you can find it , im not sure .
