That is quite a bit different to the log when I call ./config fips. Notice how it seems to be creating a link to crypto.h and all those dummytest links later on. Could be a problem with the MSYS installation. I think I just ran the MSYS auto installer and then extracted the tarballs in the MSYS root. I haven't got the installation files with me and I'm on a slow link so I can't check for a couple of days. My output also just has "ranlib=true" and "perl=perl" but I'm using ActiveState perl which is installed on my PATH. You should note that you only have to do this MSYS stuff once to build the validated FIPS module.
