Thanks for the help Thomas.  I have not tried the 0.9.8j but have tried
the canned 0.9.8e for win64.
I will try the source build for j and see if that helps.

My first recommendation would be to try the LATEST version of OpenSSL. 
A lot of things have changed since that version and the version you are
linking against has multiple security vulnerabilities.  Your potential
clients would love you for that.
